Reorder /blocked commands

Browse Source 
Instead of `/blocked add [<jid>] [report-abuse|report-spam [<message>]`
have:
* /blocked add [<jid>] [<message>] (like before)
* /blocked report-abuse [<jid>] [<message>]
* /blocked report-spam [<jid>] [<message>]
